A tank still generates over 10 times the threat of a DPS, it's just shown in a different way in Legion. If a DPS deals 100 points of damage, they actually receive 50 Threat and a Tank is supposed to receive 500 Threat on the meter. In Legion, it's important to note that threat is halved. For some tanks it may be up to an 80% threat reduction but may vary due to weird nature of Legion Threat. This is a massive threat reduction from Legion.
As a baseline, Tanks will generate 4 times more Threat than DPS.
